COVID-19 Updates
COVID-19 Update
Last week the Court System issued a memorandum giving an update regarding its ongoing response and guidance related to the COVID-19 (the Novel Coronavirus). Please refer to that memo for guidance related to leave in the event of isolation, quarantine, or home self-monitoring . This memo has expanded Section 9.5(d) Leave for Quarantine of our contract.

If an employee who is not ill himself/herself is required to remain absent because of quarantine and presents a written statement of the attending physician or local health officer proving the necessity of such absence, he/she shall be granted leave with pay for the period of his/her required absence, without charge against accumulated sick leave, annual leave or overtime credits. Prior to return to duty, such employee may be required to submit a written statement from the local health officer having jurisdiction that his/her return to duty will not jeopardize the health of other employees.
One of our downstate Locals was notified yesterday morning regarding an attorney who appeared in Westchester County’s Matrimonial Part and in the Westchester County Family Court annex. That individual has tested positive for the coronavirus. It has been conveyed to us that all individuals who the Court System is aware of who may have been in contact with this attorney have already been contacted and advised to consult with medical professionals. We have stressed to the Office of Court Administration that proper disinfection of the areas that the individual may have occupied is of the utmost importance. At this point we are unaware of any events in the 4th, 5th, 6th or 7th JD’s or with MHLS where potentially infected individuals have entered any of our many facilities. However, we are still emphasizing the need to properly disinfect on a regular basis and to supply our members with the proper mitigating equipment and cleaning supplies, as our members and their families’ health and safety are our primary concern. We will continue to monitor the situation in real time.
Please be guided by the facts on the virus and not media hysteria. While this is a serious matter, be assured that your concerns are being addressed with the NYS Office of Court Administration. We have been in contact with all of our Districts during this ever changing’ situation and are working together to get the correct information out to our members. At this time, we are waiting for further updates from the districts as to any responses that may take place with regard to any transmission of the COVID 19 Virus. Please continue to exercise the safe practices recommended by the Center for Disease Control (CDC) and Department of Health (DOH). Wash hands often, for 20 seconds. Stay at home if you have flu-like systems. Maintain social distancing as much as possible. TIOGA DOWNS DINNER MEETING / RETIREMENT SEMINAR

The Dinner and seminar will be held at Tioga Downs Event Center, 2nd Floor, Tioga South, in Nichols, NY at 6:00 p.m., doors will open at 5:00 p.m. This meeting/presentation is a joint collaboration with CSEA Local 002 (Southern Tier State Employees). It is with great pleasure CSEA announces the 2020 Irving Flaumenbaum Memorial Scholarship Program. High school seniors who apply for the Flaumenbaum Scholarship are automatically in the running for the Pearl Insurance and MetLife Insurance Company Scholarships. In total $23,000 is available to CSEA members’ children. High School Seniors are eligible to apply.
Irving Flaumenbaum Award will provide eighteen $1,000 scholarships to graduating seniors, three in each region.
The Pearl Insurance and MetLife Insurance Company Scholarships will provide two awards of $2,500 each.

DRIVERS SAFETY COURSE
Unfortunately the Drivers Safety Course scheduled for Oneida County on March 21st has been cancelled due to a lack of available instructors. We will be looking into alternate dates in the coming months. If your certification has or will be expiring, you can still renew online. NYSP offers defensive driving classes to CSEA members and their families at a rate $23.95 per person over the internet. Go to nysponline.com to register; enter code CSEA. After completing the six-hour course, you are entitled to a 10% reduction of your collision, liability and no-fault insurance base rate premiums each year for three years. Additionally, up to four (4) violation points may be reduced from the total on your driving record if you have incurred violations during the 18 months prior to completing the course.

On January 22, the American Arbitration Association will mail out ballots for our CSEA elections to the homes of all eligible union members. Please watch for yours! This is your opportunity as a member to vote for your Statewide Officers and, where there are contested races, Region Officers, Board of Directors seats and delegates to the AFSCME International Convention. UPCOMING ELECTIONS
This is a reminder that in order to vote in the upcoming CSEA Statewide Elections, members will not need to write their CSEA Member ID number anywhere on the return ballot. Every eligible member will be mailed a ballot containing all of the races they are eligible to vote in — Statewide Officers, applicable Region Officers (if there’s a race), Board seat (if there’s a race) and AFSCME Delegates (if there’s a race) — and the ballot return slip will include member information that is scanned by the election agency to verify eligibility.
Ballots will be mailed out on January 22, 2020. Please watch for the blue envelope, and take advantage of this opportunity to exercise your right under our union democracy to have your voice heard. We will notify you closer to January 22nd to remind you that ballots are coming. 1238081634

2020 CENSUS
According to a recent analysis of data released by the U.S. Census Bureau, New York is one of 10 states expected to lose a Congressional seat after the next Census. Previous analyses have predicted the loss of two seats. An accurate count of New York’s population in 2020 is imperative to maintaining our state’s representation in Washington.
Why the 2020 Census MATTERS!
Why should it matter to CSEA members that the Census count is accurate this year? The answer, as usual, comes mostly down to dollars and cents. Some might thing the Census is just a way to draw up political districts and determine how many political representatives represent certain areas. Yes, that’s one part of it, but not the most important part for us. The bigger picture, for CSEA members working in government, is that the services we provide are largely funded by federal funding to our state and localities. It actually makes up more than a third of our state budget, and it’s estimated that for every person NOT counted, New York loses $2,000 per person per year for 10 years until the next census.

POLAR PLUNGE – SPECIAL OLYMPICS
The Polar Plunge on Sunday, December 8th. Was a huge success! Thank-you to all who pledged their support to the local and the Region 5 team the Polar Peeps! The money raised will help send athletes to compete in the games. Please consider joining us next year for this great event, remember the more the merrier!
HOLIDAY RECESS – WORKING UP TO TWO DAYS
The Courts will be in recess for the four day period of December 26, 27, 30 and 31. Please be aware, employees who are not in “pay” status for 49/70 hours days in the pay period during which the court recess falls, do not earn accruals. In prior years, the recess has straddled two pay periods so it likely has not been an issue….but this year, since the first day of the recess also marks the first day of the pay period, employees who opt for a leave without on all four recess days will not earn accruals (since they would only be in “pay” status 42/70 hours in that pay period). A reminder that we have a side letter (similar to a pilot program) to our 2017-2020 contract that contains the language “During the 2017, 2018, and 2019 court recess periods, employees may report to work up to two (2) days and shall not be required to charge leave credits.” This gives you the option to not have to charge the four days of AL based on Article 9.2(l) but rather you may work two days and only have to charge two days of AL.
DO YOU KNOW YOUR CSEA ID NUMBER:
Every CSEA Member Number begins with “123.” If you do not know your membership number, you may obtain it through the CSEA web site, www.cseany.org, by clicking on “Look up your CSEA ID” at the top of the home page. Beginning in January we will once again be randomly inserting a member’s ID number somewhere within the text of the Receiver Notice. If you see your member ID number, contact me within 48 hours and you will receive a check for $20.

NEW STATEWIDE CSEA PRESIDENT
Following the retirement of longtime CSEA President Danny Donahue, CSEA has its first new President in over 25 years. Former Executive Vice President Mary E. Sullivan was sworn in and took over the Office on November 1st 2019. Mary has been a Union Activist for over 35 years, starting her career in Herkimer County and has served at the Local, Region and Statewide levels. Please join us in congratulating our new President!

RETIREMENT
As of end of business today, I have tendered my resignation as Local President and will be retiring after almost 32 years with the Courts and close to that many years as a CSEA activist. It’s been great meeting so many members over the years, many that I consider to be my personal friends, and I look forward to seeing many of you after retirement.
Ian Spencer will be taking over as the new Local President, Tammy Witteman as the new Executive Vice President, and Rosanne Wicks will become the new 1st Vice President. Sheila Sears will remain our Treasurer, and Catrina Leone will still be our Secretary. They are all dedicated and well-versed in their responsibilities as Local officers, and I have every faith that they will do a great job representing our members going forward. I personally want to thank them for all of their support – it’s all about teamwork!
My last thought as Local President? Please talk with new employees and make certain they are aware of the importance of belonging to their Union. I’m seeing a trend of new employees that are not familiar with Unions deciding that they do not want to join CSEA Judiciary. As a result, the entire contract, our EBF benefits negotiated on your behalf and more – all of those are supported for through your dues dollars and the non-members are riding along at your expense, no cost to them. In my view, freeloading is not acceptable. WE need to keep our Union strong, so please do your part to educate new employees and urge them to become members. (If you want to know who the non-members are in your location, you can contact Ian at any time. There are about 13 non-members out of our 1150 Local members.)
