SYRACUSE AREA RETIREMENT PRESENTATION & DINNER – February 25, 2026

EMPLOYEE BENEFIT FUND – CO-PAY REIMBURSEMENT
You may submit an EBF reimbursement form once your combined co-pays for doctor visits, labs/X-rays, unreimbursed medical expenses, and prescriptions total $400.
Eligible co-pays must be incurred on or after December 31 each year.
2025 reimbursement applications are accepted until March 31, 2026.
Refer to the attached guidelines for acceptable proof (EOBs for medical co-pays, pharmacy printouts for prescriptions).

PAGE RATE NEGOTIATIONS
The Coalition of Unions met with UCS in December for the second session on Transcript Page Rate negotiations.
A modified proposal was submitted incorporating industry-standard practices and concepts discussed in prior sessions. Additional items related to transcript production and increased compensation rates will be addressed in future meetings.
To protect the integrity of negotiations, specific proposal details cannot be shared. The next session is scheduled for January 27, 2026, at 25 Beaver St., Manhattan.
FIX TIER 6
CSEA’s top legislative priority this year is reforming Tiers 5 and 6, which require members to work longer and contribute more for reduced benefits—making public service less competitive.
CSEA is advocating for meaningful pension reform, including reducing the contribution rate to 3%.

TAX SEASON REMINDER
When filing your 2025 federal taxes, remember that certain overtime earnings may qualify for a federal income tax deduction.
From 2025–2028, eligible workers may deduct up to $12,500 per person in qualified overtime compensation.
Only the overtime premium—the amount above your regular hourly rate—is deductible.
Example: If your regular rate is $20/hr and overtime is $30/hr, only the extra $10/hr counts.

CSEA SUPPORTED BILLS
Fair Retirement for Court Officers – A bill has passed both houses of the legislature to allow court officers and peace officers employed by the Unified Court System to retire at age 55 with 30 years of service. This legislation takes a big step towards pension parity for these law enforcement personnel. Improving the pension will help the Unified Court System recruit and retain sufficient staff to keep facilities safe and secure. Follow this link and: Write a letter to Governor Hochul urging her to sign this bill!
TIER 6 SURVEY
CSEA has been fighting to reform Tier 6, securing big wins including reducing the vesting period from ten to five years; basing final average salary on highest three, rather than 5, earning years; and excluding overtime pay from employee contribution calculations. 2025 COURT RECESS TRAININGS
During the 2025 Court Recess, CSEA represented bargaining unit employees are allowed to participate in the Union-sponsored remote training without charge to leave accruals. This is a CSEA negotiated benefit, and eligible employees can opt to participate by registering for one or both days. If your court is in session on these training dates, you will need supervisory approval to participate.

CSEA Mourns the Passing of Legendary Union Leader Danny Donohue
ALBANY, NY – CSEA is mourning the loss of former CSEA President Danny Donohue, a towering figure in the labor movement, a fearless advocate for working people and a beloved friend to so many people. Donohue, who led CSEA for more than 25 years and served the union for over four decades, passed away on Aug. 10, 2025.
Donohue was the longest-serving president in CSEA’s history and one of the most influential labor leaders of his generation. Rising from his roots as a “truck driver from Brooklyn,” he never lost his blunt style of speaking, quick wit or deep commitment to the people he served. He was bold, unafraid to speak his mind and never hesitant to take on a fight when CSEA members were being treated unfairly.
“CSEA is greatly saddened by the loss of Danny Donohue,” said CSEA President Mary E. Sullivan. “Danny was a dear friend to me for decades, a mentor and a partner in countless battles for working people. I worked alongside Danny through tough negotiations, political fights, and moments when the odds seemed stacked against us. He was fearless when someone was wronging his members. He’d let them know it, whether they were the Governor or a local supervisor, and he never backed down.
Danny also had a gift for using humor to make his point and keep people going through hard times. Sometimes, he’d break the tension in a tough meeting with a joke or a sharp one-liner. He believed deeply in CSEA and its members, and he gave everything he had to make their lives better.
Under Donohue’s leadership, CSEA won landmark victories for its members. He had an unmatched ability to rally members and speak truth to power, famously declaring CSEA “the best damn union in the country.”
Beyond his accomplishments at CSEA, Donohue was a respected voice in the broader labor movement, serving as Vice President of the New York State AFL-CIO and as an AFSCME International Vice President. His influence extended far beyond contract tables and legislative halls—he helped shape a generation of labor activists and inspired thousands to step up and lead.
Donohue retired from the presidency in 2019, leaving behind a union stronger, more united and more determined than ever to defend the rights of its members.
CSEA extends our deepest condolences to his wife Irene, his children Amy, Shawn, and Megan, and to all who knew and loved him. To read Danny’s obituary, please use this link.

LOCAL 334 SCHOLARSHIP AWARDS – Local 334 Scolarships 2025
The Local 334 Scholarship Committee has awarded academic and financial assistance scholarships to graduating seniors whose parents are employed by the Unified Court System and are CSEA members in good standing. Please see the attached notice from the Local, which includes a description of each student recipient.
The Lt. Michael Carraway Memorial Scholarship is presented in honor of the late Lieutenant Michael Carraway, husband of retired Judiciary Local 334 President Sharon Carraway and father of Local 334 member Natalie Carraway. Lt. Carraway was a respected Utica Police Lieutenant and union activist who passed away unexpectedly in 1994.

MICHAEL D. CARRAWAY SCHOLARSHIP
The application period for the 2025 Lt. Michael D. Carraway Memorial Scholarship Program has closed. If you have submitted the requisite materials for consideration, please confirm receipt by contacting Local 334 Secretary Angie Trajcevski at kuso265@gmail.com Recipients will be announced soon!
CONTRACT SURVEYS:
As we are in the final year of our current contract, it is time to start preparing for contract negotiations. The first step in this process starts with YOU! Be on the lookout for your contract survey/questionnaire which will be sent out sometime this summer. The negotiating team will review each survey and then base their proposals off of what our members hope to see in the next contract. We need your input to get the best contract possible. CSEA needs up-to-date contact information. With more than 1,000 employers, including the state, counties, municipalities and school districts, records can become outdated. You can update or verify your contact information via the MyCSEA app, website, or by calling CSEA member solutions at 800-342-4146. Stay informed and connected—update your information today!
REGION 5 CORNHOLE TOURNAMENT
The Region 5 Community Outreach Committee is asking you to save the date for its 3rd annual Cornhole Tournament on Saturday, June 28, at Touch of Texas in Binghamton. This event is used to raise money for Special Olympics NY. This event is open to ALL members AND the community. Raffle baskets/donation items appreciated.

CSEA MULTI-LOCAL CLAMBAKE
Join your Union brothers and sisters on Saturday, July 12th at Mountain Top Grove, 539 Hance Rd., Binghamton, NY. This will be a combined event with Southern Tier Locals 002, 804, 441and 866. There will be a short membership meeting at 12:15. No tickets will be sold at the door and all reservations and payments must be received no later than June 14th, 2025. Tickets will be mailed to your home address.
ENCHANTED FOREST WATER SAFARI
The Enchanted Forest Water Safari Local 334 membership picnic is back for another fun in the sun weekend! Join us Saturday August 23rd, 2025 in Old Forge, NY. It’s always a great time, so get your reservations in today! Admission includes entrance to the park, all-you-can-eat lunch (11:30-12:30), and dinner (4:00-5:00). Local 334 members attend free, guests 8+ pay $59.99, children 3-7 pay $38.00, and children 2 and under are free. If you are unable to join us, we have a discount code. simply use EFWS1101 at checkout for your member only discount – code valid for purchases after May 15th, 2025.
