CSEA Mourns the Passing of Legendary Union Leader Danny Donohue

ALBANY, NY – CSEA is mourning the loss of former CSEA President Danny Donohue, a towering figure in the labor movement, a fearless advocate for working people and a beloved friend to so many people. Donohue, who led CSEA for more than 25 years and served the union for over four decades, passed away on Aug. 10, 2025.

Donohue was the longest-serving president in CSEA’s history and one of the most influential labor leaders of his generation. Rising from his roots as a “truck driver from Brooklyn,” he never lost his blunt style of speaking, quick wit or deep commitment to the people he served. He was bold, unafraid to speak his mind and never hesitant to take on a fight when CSEA members were being treated unfairly.

“CSEA is greatly saddened by the loss of Danny Donohue,” said CSEA President Mary E. Sullivan. “Danny was a dear friend to me for decades, a mentor and a partner in countless battles for working people. I worked alongside Danny through tough negotiations, political fights, and moments when the odds seemed stacked against us. He was fearless when someone was wronging his members. He’d let them know it, whether they were the Governor or a local supervisor, and he never backed down.

Danny also had a gift for using humor to make his point and keep people going through hard times. Sometimes, he’d break the tension in a tough meeting with a joke or a sharp one-liner. He believed deeply in CSEA and its members, and he gave everything he had to make their lives better.

Under Donohue’s leadership, CSEA won landmark victories for its members. He had an unmatched ability to rally members and speak truth to power, famously declaring CSEA “the best damn union in the country.”

Beyond his accomplishments at CSEA, Donohue was a respected voice in the broader labor movement, serving as Vice President of the New York State AFL-CIO and as an AFSCME International Vice President. His influence extended far beyond contract tables and legislative halls—he helped shape a generation of labor activists and inspired thousands to step up and lead.

Donohue retired from the presidency in 2019, leaving behind a union stronger, more united and more determined than ever to defend the rights of its members.

CSEA extends our deepest condolences to his wife Irene, his children Amy, Shawn, and Megan, and to all who knew and loved him.  To read Danny’s obituary, please use this link.

CSEA Strong

The Strength of Our Union: Protecting Workers, Defending Our Future

The Civil Service Employees Association (CSEA) is more than just an organization it is a community built on solidarity, fairness, and the unwavering commitment to improving the lives of workers. For generations, unions have been the backbone of worker protections, securing fair wages, safe working conditions, and the dignity that every employee deserves. CSEA continues this proud tradition, advocating for its members and ensuring their voices are heard.

CSEA proudly represents over 360 titles totaling over 5,800 employees in the Judiciary branch of government, standing as a vital force in protecting the rights and interests of those who keep our justice system running. Whether in courts, administrative offices, or legal support roles, these dedicated workers rely on the strength of their union to ensure fair treatment, equitable pay, and strong workplace protections. Compared to other Judiciary unions, CSEA has a well-established presence and a strong contract history, including negotiated salary increases, longevity payments, and enhanced benefits.

Other Judiciary unions may focus on specific roles or regions, whereas CSEA provides broad representation across various job titles within the Unified Court System. Platforms like SeeThroughNY allow users to explore collective bargaining agreements across different unions, reinforcing CSEA’s commitment to transparency and advocacy.

Union membership has tangible benefits, backed by facts:

• Higher Wages: Union workers earn 17.5% more on average, with median weekly earnings of $1,337 versus $1,138 for nonunion workers.
• Better Benefits: Unionized employees are more likely to have employer-provided health insurance, retirement plans, and paid leave.
• Job Security: Union members enjoy stronger protections against unfair dismissal and workplace discrimination.

Despite the clear advantages of being CSEA, there are those who seek to weaken our unity—individuals and organizations who spread misinformation and cultivate mistrust, often driven by their own financial or political interests. They may promise alternative solutions or individual benefits, but their true goal is to dismantle the collective power that protects us all. A weakened union means weakened worker rights, eroded protections, and lost bargaining power.

When facing advice or opinions that sow division, consider the source. Are they invested in your well-being, or do they stand to profit from a fractured workforce? True solidarity is built on trust, shared goals, and a recognition that we are stronger together. CSEA exists to fight for you, not for corporate, political or personal gain. Standing united ensures that workers’ rights remain a priority—not an afterthought.

Stay informed. Stay engaged. Stay Union Strong.

PILOT TELECOMMUTING POLICY

After several discussions between CSEA and OCA, we are happy to announce an expansion of the pilot telecommuting initiative six months ahead of schedule.  This expansion will fold in more titles (see attached agreement at Exhibit A) with a roll out proposed for May 19, 2025.   At this time, the UCS is not amenable to adding more titles in or increasing the number of days for this phase.  They bumped up the Phase 2 time frame and need to allow for more time to go by to see success in the program before potentially expanding it further.  CSEA has also asked that the Judges are informed that this program may be extended to CSEA members in their Chambers (law clerks) with the caveat that it still needs to be based on basic pillars of the policy so that it mirrors the program should they want to offer it.

As with the initial rollout, OCA will be sending emails to any and all titles included in this expansion with specific instructions on how to apply.  Please note that with the addition of the Analyst titles, it will be duty-specific as listed on the attached list.  Please do not ask your local officers if your specific job duties will qualify for telecommuting as it would be impossible for us to know what every member’s job duties are.  This should be dealt with through your specific manager/clerk.  As a reminder, if you are denied the ability to telecommute, it is not subject to the grievance procedure, but rather there is an appeal process in place within the program.
