CONTRACT NEGOTIATIONS SURVEYS

The final mailing of surveys to the membership will be sent on Monday March 23rd, 2026. If CSEA has your personal email address you will receive the survey via email. SCHOLARSHIPS

IRVING FLAUMENBAUM SCHOLARSHIP

Graduating high school seniors who are dependents of CSEA active members are eligible to apply for and potentially receive one of our union’s statewide college scholarships.  CSEA awards 18 $1,000 scholarships under the Irving Flaumenbaum Memorial Scholarship program. Pearl Insurance and MetLife each sponsor a one-time $2,500 award. Also available is the J.J. Kelly Memorial Scholarship Application, open to active members and eligible dependents going to college, trade school or post-secondary program. MICHAEL D. CARRAWAY SCHOLARSHIP

It is with great pleasure CSEA Judiciary Local 334 announces the 2026 Lt. Michael D. Carraway Memorial Scholarship Program.  Graduating seniors who are a child or legal dependent of a court employee represented by CSEA Judiciary Local 334 and will be attending an accredited institution of higher education are eligible to apply.  Applications due by May 1st , 2026.

NYS RIDE PROGRAM

The current NYS-Ride commuter benefit has been enhanced to allow employees to enjoy pre-tax savings on qualified parking expenses. Employees who pay for parking as part of their daily commute to work, including parking at or near their work location or public transportation hub (except where parking is provided by the employer), may use pre-tax payroll deductions to pay for parking.

The pre-tax parking benefit can be used to pay a third-party parking vendor at eligible locations.

This includes parking at:

  • Parking meters
  • Visitor or guest logs
  • Park and ride locations
  • Municipal lots

However, it cannot be used for parking that is employer-provided. Employer provided parking includes parking through the Office of General Service Employee Parking Program, parking fees paid through payroll deduction, or parking fees paid through payment to the employer. Employees may contribute up to $300 per month on a pre-tax basis to pay for parking expenses. Contributions are deducted biweekly from an employee’s gross pay and deposited into the appropriate account. Employees can use the debit card that is issued to NYS-Ride participants to pay for qualified parking expenses or submit receipts for reimbursement. Transit and parking funds are considered two separate accounts and will not be commingled.

PAGE RATE NEGOTIATIONS

The Coalition of Unions met with UCS in December for the second session on Transcript Page Rate negotiations.

A modified proposal was submitted incorporating industry-standard practices and concepts discussed in prior sessions. Additional items related to transcript production and increased compensation rates will be addressed in future meetings.

To protect the integrity of negotiations, specific proposal details cannot be shared. The next session is scheduled for January 27, 2026, at 25 Beaver St., Manhattan.

FIX TIER 6

CSEA’s top legislative priority this year is reforming Tiers 5 and 6, which require members to work longer and contribute more for reduced benefits—making public service less competitive.

CSEA is advocating for meaningful pension reform, including reducing the contribution rate to 3%.

CSEA SUPPORTED BILLS

Fair Retirement for Court Officers – A bill has passed both houses of the legislature to allow court officers and peace officers employed by the Unified Court System to retire at age 55 with 30 years of service. This legislation takes a big step towards pension parity for these law enforcement personnel. Improving the pension will help the Unified Court System recruit and retain sufficient staff to keep facilities safe and secure. Follow this link and: Write a letter to Governor Hochul urging her to sign this bill!

CSEA has been fighting to reform Tier 6, securing big wins including reducing the vesting period from ten to five years; basing final average salary on highest three, rather than 5, earning years; and excluding overtime pay from employee contribution calculations. In the upcoming legislative session, we’ll once again be fighting to make improvements to Tier 6, and we want to hear from you! If you’re a Tier 6 member, take the survey, here.

2025 COURT RECESS TRAININGS

During the 2025 Court Recess, CSEA represented bargaining unit employees are allowed to participate in the Union-sponsored remote training without charge to leave accruals. This is a CSEA negotiated benefit, and eligible employees can opt to participate by registering for one or both days. If your court is in session on these training dates, you will need supervisory approval to participate.

CSEA launched a contest on March 1 for members who update or verify their contact information via the MyCSEA app, website, or a contact card. In the past three months, 43,634 members have participated! CSEA randomly selected entrants to win a free gift and a big congratulations to our very own Michael Thorp from Local 334 who was one of the winners! CSEA Mourns the Passing of Legendary Union Leader Danny Donohue

ALBANY, NY – CSEA is mourning the loss of former CSEA President Danny Donohue, a towering figure in the labor movement, a fearless advocate for working people and a beloved friend to so many people. Donohue, who led CSEA for more than 25 years and served the union for over four decades, passed away on Aug. 10, 2025.

Donohue was the longest-serving president in CSEA’s history and one of the most influential labor leaders of his generation. Rising from his roots as a “truck driver from Brooklyn,” he never lost his blunt style of speaking, quick wit or deep commitment to the people he served. He was bold, unafraid to speak his mind and never hesitant to take on a fight when CSEA members were being treated unfairly.

“CSEA is greatly saddened by the loss of Danny Donohue,” said CSEA President Mary E. Sullivan. “Danny was a dear friend to me for decades, a mentor and a partner in countless battles for working people. I worked alongside Danny through tough negotiations, political fights, and moments when the odds seemed stacked against us. He was fearless when someone was wronging his members. He’d let them know it, whether they were the Governor or a local supervisor, and he never backed down.

Danny also had a gift for using humor to make his point and keep people going through hard times. Sometimes, he’d break the tension in a tough meeting with a joke or a sharp one-liner. He believed deeply in CSEA and its members, and he gave everything he had to make their lives better.

Under Donohue’s leadership, CSEA won landmark victories for its members. He had an unmatched ability to rally members and speak truth to power, famously declaring CSEA “the best damn union in the country.”

Beyond his accomplishments at CSEA, Donohue was a respected voice in the broader labor movement, serving as Vice President of the New York State AFL-CIO and as an AFSCME International Vice President. His influence extended far beyond contract tables and legislative halls—he helped shape a generation of labor activists and inspired thousands to step up and lead.

Donohue retired from the presidency in 2019, leaving behind a union stronger, more united and more determined than ever to defend the rights of its members.

CSEA extends our deepest condolences to his wife Irene, his children Amy, Shawn, and Megan, and to all who knew and loved him.  To read Danny’s obituary, please use this link.

    • There will be a short membership meeting prior to the first pitch at 1:05 (Look for the Judiciary Local 334 banner).
    • Tickets will not be mailed and can be picked up at the Group Will Call window at the box office the day of the event.

LOCAL 334 SCHOLARSHIP AWARDS – Local 334 Scolarships 2025

The Local 334 Scholarship Committee has awarded academic and financial assistance scholarships to graduating seniors whose parents are employed by the Unified Court System and are CSEA members in good standing. Please see the attached notice from the Local, which includes a description of each student recipient.

The Lt. Michael Carraway Memorial Scholarship is presented in honor of the late Lieutenant Michael Carraway, husband of retired Judiciary Local 334 President Sharon Carraway and father of Local 334 member Natalie Carraway. Lt. Carraway was a respected Utica Police Lieutenant and union activist who passed away unexpectedly in 1994.

LOCAL DINNER MEETINGS – 2025
